CONTEXT

The COVID-19 pandemic has far reaching impacts on Africa. As of early September 2020, the Africa Centre for Disease Control reported 1,267,656 confirmed cases across the continent and 30,294 deaths. According to the United Nations Economic Commission for Africa (UNECA), between 300,000 and 3.3 million Africans could lose their lives as a direct result of the pandemic, depending on intervention measures taken to stop the spread of the virus (UNECA, April 2020).

The UNDP Sahel Resilience Project, in partnership with PERIPERI U and Stellenbosch University offers two online courses from 17 to 20 November and 1 to 4 December 2020 aiming to introduce participants to approaches for post-disaster needs assessment (PDNA) and COVID-19 recovery needs assessment (CRNA). The course will also focus on recovery planning methodology and tools.

This four-day online training (around 3.5 hours per day) is free.

 

PARTICIPANTS

Members of academic and government institutions working on disaster risk reduction and recovery in the Western Sahel and Lake Chad Basin countries:

  • Professors, research scholars and advanced doctoral candidates, who are working on disaster risk reduction and recovery.
  • Officials from government institutions in charge of disaster risk management and disaster risk reduction, Planning, Finance or Health ministries; members of intergovernmental organizations such as ECOWAS and AU, and of the Africa Youth Advisory Board for disaster risk reduction.

At the end of the course, participants are expected to be able to work on a COVID-19 recovery needs assessment (CRNA) or post-disaster needs assessment (PDNA in other disasters), and to formulate a recovery framework and strategy.

Finally, they will be invited to be part of a regional network, whose members are expected to contribute to strengthening national and regional capacities for recovery and to assist national and sub-national governments in undertaking disaster needs assessments and formulating recovery frameworks in Africa.

 

TRAINING DATES

The training will take place on two separate dates, with each version specifically designed for each of the audiences below:

  • 1720 November 2020 for members of academic institutions
  • 1 - 4 December 2020 for members of governments institutions and intergovernmental organizations

 

WHAT YOU'LL LEARN

The course includes a series of interactive lectures, presentations, small and large group discussions, practical exercises, role plays and a standardized case study analysis.

Participants will learn about:

  • Concept, methodology of PDNA and recovery planning
  • CRNA process – Data collection and analysis, damage and loss estimates, human impact and recovery needs, roles of assessment team members
  • Role and relevance of sectoral groups in CRNA along with the five pillars of the UN framework for the immediate socio-economic response to COVID-19; draft and review of sector reports, final sector recovery needs and recovery strategy
  • Identification of capacity gaps, coordination and information management
  • Translation of CRNA results into recovery framework and strategy
  • Institutional and financing mechanisms and Implementation arrangements for COVID-19 socio-economic recovery strategy

 

LANGUAGE

French, with translation and documentation into English for non-French speakers. Participants may submit the case study in English.

 

CERTIFICATE

Upon successful completion of the course, participants will receive a Certificate of Attendance from Stellenbosch University on behalf of PERIPERI U.
